 President Obama submits Fiscal Year 2013 budget proposal to Congress President Obama submitted his Fiscal Year 2013 budget proposal to Congress this week. Of particular concern to ASA is the President's continued support for the Independent Payment Advisory Board (IPAB) and the lack of any proposed resolution to the Medicare Sustainable Growth Rate (SGR).  New rural health legislation in House includes pass-through provision A recently introduced bill by Representatives Cathy McMorris Rodgers (R-WA) and Mike Thompson (D-CA) in the U.S. House of Representatives, H.R. 3589, The Rural Hospital and Provider Equity Act, contains, among other items, a rural pass-through provision. ASA to Congressional negotiators: now is the time to repeal SGR and IPAB ASA weighed in with congressional negotiators on H.R. 3630, the Temporary Payroll Tax Cut Continuation Act of 2011, to re-affirm the specialty's strong support for a full SGR repeal, replacement of SGR with a new formula that takes into account anesthesiology's unique 33 percent problem and tying these efforts to a repeal of IPAB.
